A former pastor of Toronto Chinese Mennonite Church has been charged with sexual assaults of minors. Ottawa Police Service said June 3 that James Andrew Evans, 64, faces 12 charges, including counts of sexual assault with a weapon, sexual assault, sexual exploitation and possession of child sexual abuse and exploitation material.
Police said Evans was a pastor at Toronto Chinese Mennonite Church from 1996 to 2001, after which he was a pastor at Chinese Christian Church of Ottawa from 2001 to 2005. Police did not say when the alleged crimes occurred, but investigators think there may be additional victims. There is no statute of limitations in Canada for sexual assault offenses.
Mennonite Church Eastern Canada of Mennonite Church Canada reported it became aware of the charges via media reports and indicated Evans was licensed with MCEC from 1998 to 2000. Evans’ licensing ended at the conclusion of his employment at the Toronto congregation. MCEC does not know whether the alleged incidents occurred during the time he was licensed with MCEC.
