Americans have experienced changes in attitudes and behaviors about abortion over the past 40 years. The high-water mark in abortions occurred in 1980: 25 abortions per 1,000 women age 15 to 44. By 2016 the number had declined to 11.6 per 1,000 women. A low incidence of abortion is a universal value in American society. Yet some people will never vote for a Democrat because Democrats support abortion rights. Democrats want to make abortion unnecessary by providing pro-life support through health care, prenatal care, job training, nutrition centers, preschool programs, SNAP (Supplemental Nutrition Assistance Program), public education investment and other safety-net programs. Abortion is influenced by many factors; nevertheless, 82% of the dramatic decline in the abortion rate over 40 years occurred when Democratic policies were in effect. Democratic programs to make abortion unnecessary are working; Republican efforts to criminalize abortion are not.
